What they have done is to shine the light through a grid so they are projecting dark and light bands onto the water. As the surface of the water is perpendicular (at a 90 degree angle) to the light source the light from every slit in the grill is hitting the water which is at a certain height. So, what you are seeing is a little like contours on a map or isobars on a weather forecast. The lines join up points with the same height and because there are dark stripes as well the contrast in the image gives the appearance of depth.
